Are Public-private Partnerships beneficial in a world as corrupt as now?
Firstly, we will understand what Public- Private Partnership and corruption mean. So, PPP is a collaboration between government agency and private sector for mainly large government projects, like roads, bridges, municipal works or public service accomodations. In such collaborations, corruption, that is the dishonest conduct or bribery can be very common.
Here, in PPP, Public party defines and monitors the compliance with the objectives while private party participates in designing, completing and funding the project. So, in this way, the public sector can utilize the new technology and innovation of private sector while Private sector could get the incentives if the project is completed in time and budget.
Such PPP involves 3 stages-
1.Decision stage, where aim of prohect is defined, & to prevent correption here - Goode and services to be purchased should be economically justified.
2. Tendering Stage: here, Healthy competetive tender should be propsed withTRANSPARENCY for the getting adequate advertisement for proper bids to prevent corruption.
3. Contract Execution stage: here, to prevent Beurocracy standard compalsary contact should be applied.
So, there are various ways in which corruption can happen butny the use of above mentioned methods, , corruption can be avoided. Such PPP collaboration can make a counrty more competetive, prosperous in facilitating infrastructure base of country. All in all, help in becoming a developed nation .
Further, there can disadvantages for the private sector, like beaking burden if the project is not completed in a proper way or if the demand is less than expected. While public sector or fax payers can also be in a down side state if private sector violates their rates or raises the tolls etc.
Still, such PPPs are effective when applied to right project &under right structure. For long team, this can happen only if proper tools that sanction corruption and ensure continuity of projects in Public interest for society as a whole.
